Quotas
Send APIs are rate-limited with global defaults plus optional per-bot overrides.
Over-limit calls return 429 with Retry-After, X-BotRateLimit-Remaining, and X-BotRateLimit-Bot-Remaining. Defaults come from server env vars (BOT_QUOTA_SEND_PER_SEC / _MIN / _DAY); Admin can override limits per bot. Bots are not bound to enterprise tenants and there is no enterprise quota layer.
